Dumping Glass

Why do people dump glass in this burnt out house? Bottle banks are free and there's one in nearly every town. Check www.recycle.ie for the nearest. It really irritates me when I see this as sometime people use the recycling charge as a reason not to recycle, whereas dumping something such as glass which can be recycled for free is just a indication of some peoples don't care/anti-social attitude to their environment. How can this attitude be changed?
